About the Professional Certificate in Performance Audit for International and Public Affairs Management:<\/strong><\/p>\n

This 4 \u2013 day, intensive training workshop is a revised program developed in response to the pilot and sophomore offerings of our Advanced Certificate in Performance Audit workshops in 2013 and 2015. \u00a0Similar to the previous program this Professional Certificate workshop is designed to address the critical and growing gap in Performance Audit understanding among all levels of government including multilateral organizations and their capacity for the effective application of Performance Audit methods in the management of social development programs and projects. At the heart of this gap is the growing use of Performance Auditing by\u00a0Auditors General without program managers having sufficient understanding of the auditors’ role and responsibility, and their impact on accountability relationships.<\/p>\n

Performance auditing is designed to address the issues of Economy, Efficiency and Effectiveness in program delivery.\u00a0 While it does not question the policies adopted by the governing body, it does assess the achievement of the intended results.\u00a0 Performance auditing and program evaluation are complementary activities leading to improved accountability and results measurement.<\/p>\n

As Performance Auditing is being introduced to internal audit and management across the public sector,\u00a0 program managers will be well served if they are better able to identify and select appropriate program areas for performance audits.\u00a0 Program\u00a0managers should also know how and when to employ Performance Auditing methodology in place of commonly used private sector practices that are ill-suited to public sector program performance measurement.<\/p>\n

Who should attend?<\/p>\n

This course is intended for senior managers in the public sector and international and multilateral organization staff.\u00a0 In addition, Performance Auditing is intrinsically multidisciplinary in nature. Participation in this workshop will therefore also be of interest to knowledge experts in engineering, health, science, legal and accounting professionals who support the accountability function of publicly financed programs and projects, whether local or global in scope.\u00a0 Finally, this workshop is ideal for the private sector and corporate audit community who service the public and non-profit sectors as well as support public-private programs.<\/p>\n

\n2.\u00a0 How to select topics for Performance Audits.
\n3.\u00a0 How to plan and implement a Performance Audit.
\n4.\u00a0 How to set the scope of the audit, including the choice of Audit Objectives and Criteria.
\n5.\u00a0 The importance of Evidence and how auditors gather and analyze evidence.
\n6.\u00a0 How to use analytical tools to come to conclusions and recommendations as part of the audit report.
\n7.\u00a0 How to report Performance Audits, including the level of assurance.
\n8.\u00a0 How to develop an action plan to address issues uncovered during a Performance Audit.

Your instructors:<\/strong><\/p>\n

Michael McLaughlin<\/p>\n

Mr. McLaughlin was the Deputy Auditor General of Canada when he retired from the Office of the Auditor General of Canada in 2002 after 32 years of public service. He held the position of Deputy Auditor General of Canada from 1997 to 2002, held the position of President\/Executive Director at CCAF-FCVI, a private foundation dedicated to research and training in the area of accountability and performance auditing from 2002 to 2003 and then the Canadian Air Transport Security as Vice-President and CFO until 2006. He now provides advice and training to the performance audit community in Canada and internationally.<\/p>\n

Bill Rafuse<\/p>\n

Mr. Rafuse has over 35 years\u2019 experience in private and public sector finance, external and internal audit, training, human resources, and strategic planning. This includes over 25 years with the Office of the Auditor General of Canada where Bill was responsible for various audit portfolios, including Health, Indian and Northern Affairs, Veterans Affairs, and Fisheries and Oceans. He also spent time while at the OAG as Principal, Strategic Planning, and Principal, Human Resources. He now works as a consultant for Canadian and international clients where he provides performance audit advice for capacity assessment and development, training, and quality assurance.<\/p>\n
