We congratulate Francis Obeso, a second-year NPSIA MA student on being named the Graduate Co-op Student of the Year!
Francis was nominated by his manager at Employment and Social Development Canada (ESDC), for his outstanding contributions during two co-op terms in the Programme Management Office of the Benefits Delivery Modernization (BDM) Programme—the largest modernization initiative in the Government of Canada.
“Francis has made significant contributions to our Risk and Issue Function, supporting both programme- and project-level activities,” Diallo noted. “His exemplary work ethic, innovative thinking, and commitment to excellence have positively impacted our organization, our team, and the stakeholders we serve.”
During his first co-op term, Francis strengthened ESDC’s risk assessment framework, allowing the team to identify challenges more efficiently and develop stronger mitigation strategies, reducing project delays and improving overall deliverables.
In his second term, Francis played a pivotal role in transitioning the BDM Programme’s Risk and Issue Function from a consultant-driven team to full-time public service oversight, saving time and resources. His ability to simplify complex information and foster inclusive discussions helped create a shared understanding of risks, significantly improving decision-making processes.
His professionalism and initiative far exceeded expectations, with his manager highlighting that Francis’s work rivaled that of seasoned professionals. His contributions have encouraged ESDC to continue hiring co-op students, particularly from Carleton University.
