This article is part of a series by <em>PANL Perspectives<\/em> called \u201c<a href=\"https:\/\/carleton.ca\/panl\/accessibility\/\" target=\"_blank\" rel=\"noopener\">Making Canada Accessible<\/a>.\u201d<\/p>\n<h2>Tourism for everyone<\/h2>\n<p>K\u00e9roul\u2019s mission is anchored in the belief that tourism must be for everyone, including people with disabilities. The organization has built a reputation as a driver of structural, educational and policy-based change, and its leadership, through the <a href=\"https:\/\/www.keroul.qc.ca\/en\/certification\/destination-for-all-initiative\" target=\"_blank\" rel=\"noopener\">Destination for All<\/a> program, reflects a commitment to building inclusive, accessible, sustainable communities.<\/p>\n<h2><strong>K\u00e9roul\u2019s approach to reducing barriers is multi-pronged<\/strong><\/h2>\n<p><strong><a href=\"https:\/\/www.keroul.qc.ca\/en\/documentation\/tourism\/quebec-for-all-8e-edition\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-10019 alignright\" src=\"https:\/\/carleton.ca\/panl\/wp-content\/uploads\/QuebecForAll-300x327.png\" alt=\"\" width=\"349\" height=\"381\" srcset=\"https:\/\/carleton.ca\/panl\/wp-content\/uploads\/\/QuebecForAll-300x327.png 300w, https:\/\/carleton.ca\/panl\/wp-content\/uploads\/\/QuebecForAll-400x436.png 400w, https:\/\/carleton.ca\/panl\/wp-content\/uploads\/\/QuebecForAll.png 500w\" sizes=\"(max-width: 349px) 100vw, 349px\" \/><\/a>Knowing and evaluating the situation.<\/strong> K\u00e9roul maintains and updates <a href=\"https:\/\/www.keroul.qc.ca\/en\" target=\"_blank\" rel=\"noopener\">Qu\u00e9bec for All<\/a>, a database of the more than 5,000 tourism and cultural organizations and businesses that our team evaluates. In 2025, we also published a <a href=\"https:\/\/www.keroul.qc.ca\/en\/documentation\/tourism\/quebec-for-all-8e-edition\" target=\"_blank\" rel=\"noopener\">new &#8220;Qu\u00e9bec for all&#8221; (\u201cLe Qu\u00e9bec pour tous\u201d)<\/a> to help travellers understand what support is available.<\/p>\n<p><strong>Promoting <\/strong><a href=\"https:\/\/www.keroul.qc.ca\/en\/certification\/destination-for-all-initiative\" target=\"_blank\" rel=\"noopener\"><strong>Destination for All<\/strong><\/a>, the provincial program that encourages municipalities to make urban infrastructure, transportation, tourism and local commerce more accessible and inclusive. As of 2024, several pilot projects are underway with cities <a href=\"https:\/\/www.keroul.qc.ca\/en\/travel\/\" target=\"_blank\" rel=\"noopener\">such as Victoriaville, Carleton-sur-Mer, Shawinigan, Rawdon and Coaticook<\/a>, thereby demonstrating a growing commitment to inclusive tourism development.<\/p>\n<p><strong>Mounting training and awareness campaigns<\/strong> continues to be central. In 2024\u20132025, K\u00e9roul provided more than 100 training sessions in accessible customer service and universal design, reaching not only tourism staff but also municipal employees, students and transport operators.<\/p>\n<h2><strong>Obstacles K\u00e9roul has encountered<\/strong><\/h2>\n<div id=\"attachment_10020\" style=\"width: 528px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-10020\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-10020\" src=\"https:\/\/carleton.ca\/panl\/wp-content\/uploads\/PaddleBrdWheelchair500-300x136.png\" alt=\"A woman in a wheelchair balances on a paddleboard on a lake as she paddles. A common obstacle is the disjointed nature of accessibility across sectors. For instance, even if a hotel is accessible, poor coordination with local transit or tourism attractions can undermine the overall experience.<\/p>\n<p><strong>Funding and local capacity<\/strong>. Smaller municipalities often lack the expertise or budget to undertake comprehensive accessibility work. K\u00e9roul\u2019s response has been to decentralize its support, both by offering step-by-step support through Destination for All, which is tailored to each community\u2019s context, and by leveraging regional tourism associations to build local momentum.<\/p>\n<p><strong>Under-recognition of non-visible disabilities.<\/strong> Many establishments still focus exclusively on physical accessibility. K\u00e9roul has addressed this through new training modules and by promoting inclusive signage, quiet spaces and sensory kits.<\/p>\n<p>One of the ways K\u00e9roul has attempted to overcome such barriers is to deploy our <a href=\"https:\/\/www.keroul.qc.ca\/en\/certification\/consulting-and-support\" target=\"_blank\" rel=\"noopener\">accessibility advisors<\/a> across Qu\u00e9bec: a mobile team that visits and supports tourism businesses in implementing accessibility improvements.<\/p>\n<h2><strong>Opportunities and successes<\/strong><\/h2>\n<div id=\"attachment_10021\" style=\"width: 437px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-10021\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-10021\" src=\"https:\/\/carleton.ca\/panl\/wp-content\/uploads\/WheelchairYellowRamp500-300x339.png\" alt=\"A person in a wheelchair rolls up a yellow ramp to a sidewalk. For example, thanks to K\u00e9roul\u2019s advocacy and the leadership of Qu\u00e9bec\u2019s Ministry of Tourism, accessibility is now embedded in Qu\u00e9bec\u2019s Sustainable Tourism Action Plan and several regional development frameworks. Also, events in Qu\u00e9bec, as well as elsewhere in Canada and abroad, have generated feedback and support, giving voice to travellers with disabilities and inspiring businesses to act.<\/p>\n<p>There is also growing interest in the <a href=\"https:\/\/www.keroul.qc.ca\/en\/certification\/destination-for-all-initiative\" target=\"_blank\" rel=\"noopener\">Destination for All<\/a> program. Municipalities are increasingly eager to pursue the label, not just for recognition but as a roadmap for inclusive development. For K\u00e9roul, accessibility must link tourism, transit, urban design and commerce. The Destination for All model forces this systems-level thinking and breaks down silos.<\/p>\n<p><strong>Work with \u2013 not just for \u2013 people with disabilities<\/strong>. Our consistent co-development with community partners and people with lived experience has been key to trust and relevance.<\/p>\n<p><strong>Use recognition as motivation.<\/strong> K\u00e9roul\u2019s accessibility evaluation and consulting motivate organizations to act by publicly promoting their efforts.<\/p>\n<p><strong>Don\u2019t wait for perfection. <\/strong>In our experience, progress is iterative. Small improvements, such as clearer signage, service-dog policies or staff training, can have immediate impact.<\/p>\n<h2><strong>Advice for non-disabled individuals<\/strong><\/h2>\n<p>Everyone has a role to play in building an inclusive society. For those without disabilities, observe your environment. Where are the stairs without ramps? Which websites lack alt-text? Whose voices are missing from the conversation?<\/p>\n<blockquote><p>You can advocate and amplify \u2013 by supporting inclusive design in your workplace, for instance, or asking questions when attending events and constructively highlighting accessibility gaps. Choose accessible options; use and recommend businesses and destinations that invest in accessibility, because demand drives change.<\/p><\/blockquote>\n<p>Educate yourself. K\u00e9roul offers <a href=\"https:\/\/www.keroul.qc.ca\/en\/training\" target=\"_blank\" rel=\"noopener\">free resources online<\/a>. Whether you\u2019re an employer, traveler or community member, there\u2019s something to learn.<\/p>\n<h2><strong>Driving accessibility forward<\/strong><\/h2>\n<p>K\u00e9roul, with the help of Qu\u00e9bec\u2019s Ministry of Tourism, proves that accessible tourism isn\u2019t just a human right. It\u2019s also a smart, sustainable and socially enriching investment.
