When a good or service is commonly or regularly procured by the University, Procurement Services has established various opportunities to support staff and faculty in accessing the most beneficial purchasing option. Benefits of purchasing from these vendors may include a faster procurement process and the most advantageous combination of: quality and range of products; level of customer service; delivery terms; and potential cost savings.<\/p>\n

Procuring goods or services through an Agreement, Standing Offer, or Qualified Supplier List satisfies the requirements of applicable Provincial Policies<\/a>.<\/strong><\/p>\n

While the benefits may be similar, there are important differences in the processes that allow you to complete your purchase. We are here to help – don\u2019t hesitate to email the specified Procurement Services contact with any questions about your purchase!<\/p>\n

Convenience Vendors<\/a><\/dt>\n\n\t\t
\n\t\t\t

A Convenience Vendor is a vendor who has agreed to our eShop<\/a> terms and conditions, and has an enabled catalogue of goods in eShop. They may offer discounts or free shipping.<\/p>\n

Planned purchases from Convenience Vendors have not been established using an open competitive procurement process<\/a>, so Carleton\u2019s Procurement Policy requirements<\/a> apply to all purchases.<\/p>\n\t\t<\/dd>\n\n\t

Vendors of Record<\/a><\/dt>\n\n\t\t
\n\t\t\t

Vendors of Record may be the result of an open competitive procurement process<\/a> facilitated by Carleton, or an agreement open to Broader Public Sector (BPS) organizations<\/a> which Carleton has entered into. In either case, a contract is in place.<\/p>\n

The process for making your purchase from a Vendor of Record may vary based on the terms of the specific contract and the estimated value of your good or service. You can find more information, listed by the good or service type, below.<\/p>\n\t\t<\/dd>\n\n\t

Qualified Supplier List<\/a><\/dt>\n\n\t\t
\n\t\t\t

Qualified Supplier Lists (QSL\u2019s) are the result of an Open Competitive procurement<\/a> process (Request for Supplier Qualifications (RFSQ<\/a>)) used to create a list of Vendors who may provide goods or services to the University over a three-year term.<\/p>\n

Typically, QSL\u2019s are used for a service which is required regularly but where the details of each opportunity will differ. QSL\u2019s will include rules regarding how the opportunities will be distributed to Vendors on the list (for example, by rotation) and a formal performance management process. Also known as a multi-use list.<\/p>\n\t\t<\/dd>\n\n\t

Standing Offers<\/a><\/dt>\n\n\t\t
\n\t\t\t

A Standing Offer is similar to Vendors of Record, except there is no contract in place. Vendors are offering goods or services at a set price with established terms and conditions, however the contract (typically in the form of a Purchase Order) is completed when someone is ready to make a purchase.<\/p>\n

REMINDER:<\/strong> Any event, including functions for university employees, (including seasonal or retirement events), that is expected to cost in excess of $2,500 (pre-tax) and is expensed to University operating funds, must receive the prior approval of the appropriate Dean, Chair\/ Academic Director, Assistant Vice-President, University Secretary, Vice-President, or the President.\u00a0 Evidence of the pre-approval must be attached to your eShop cart, cheque requisition or P-Card reconciliation.<\/p>\n
