However, in certain circumstances, and as governed by the applicable trade obligations, approval for limited tendering exceptions may be sought. Limited tendering is<span style=\"font-style: inherit; font-weight: inherit;\">\u00a0a<\/span>\u00a0non-competitive procurement process,\u00a0<span style=\"font-style: inherit; font-weight: inherit;\">where only one vendor exists or is engaged by the procuring entity (e.g., single sourcing, sole sourcing).\u00a0 The process cannot be used for<\/span><span style=\"font-style: inherit; font-weight: inherit;\">\u00a0the purpose of avoiding competition\u00a0<\/span><span style=\"font-style: inherit; font-weight: inherit;\">and\/or<\/span><span style=\"font-style: inherit; font-weight: inherit;\"> discriminates against other parties.<\/span><\/p>\n<h3>Limited Tendering and Provincial Policies<\/h3>\n<p>A Limited Tendering Exception is a separate consideration from the <a href=\"https:\/\/carleton.ca\/procurement\/applying-provincial-policies\/\">Provincial Policies<\/a>.<\/p>\n<ul>\n<li><a href=\"https:\/\/carleton.ca\/procurement\/building-ontario-businesses-initiative-act-bobia\/\">Building Ontario Businesses Initiative Act (BOBIA)<\/a>: A Limited Tendering Exception does not guarantee your procurement satisfies the requirements of BOBIA. When seeking a Limited Tendering Exception, ensure you understand the available exceptions to giving preference to an Ontario Business, which is an additional requirement.<\/li>\n<li><a href=\"https:\/\/carleton.ca\/procurement\/us-procurement-restriction-policy\/\">U.S. Procurement Restriction Policy<\/a>: There is an <strong>additional<\/strong> <a href=\"https:\/\/carleton.ca\/procurement\/applying-provincial-policies\/\">U.S. Business Exception form<\/a> required if your purchase is being made from a U.S. Business.<\/li>\n<\/ul>\n<h3><span style=\"font-style: inherit; font-weight: inherit;\">Requesting a Limited Tendering Exception<\/span><\/h3>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Complete these steps <strong>before<\/strong> committing to a vendor or seeking Vice-President approval. If the limited tender is related to a contract, please consult Procurement Services.<\/span><\/p>\n<ol>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Review the <\/span><a href=\"https:\/\/carleton.ca\/procurement\/wp-content\/uploads\/Limited-Tendering-Exception-Codes-vsn-Jan.2024.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Limited Tendering Exception Codes<\/a> to verify that limited tendering may be used. These are the <span style=\"text-decoration: underline;\">only<\/span> circumstances where limited tendering may be used.<\/li>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Complete the <\/span><a href=\"https:\/\/carleton.ca\/procurement\/wp-content\/uploads\/Limited-Tendering-Justification-Form-vsn-Jan.2024.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\"><span style=\"font-style: inherit; font-weight: inherit;\">Limited Tendering Justification Form<\/span><\/a>, Steps 1-4. All fields are mandatory, including signature(s) from the Financial Approval Authority, and (if different) the Department Head or Dean.<\/li>\n<li>Submit the completed form for Procurement Services&#8217; review by attaching to a Purchase Requisition in <a href=\"https:\/\/carleton.ca\/procurement\/eshop\/\">eShop<\/a>.
