Quality Assurance

The Office of the Provost and Vice-President (Academic) oversees quality assurance for all proposed and existing academic programs, graduate and undergraduate. Through the Office of the Vice-Provost and Associate Vice-President (Academic) and in accordance with Carleton’s Institutional Quality Assurance Process (IQAP), the University reviews proposed new programs, conducts cyclical reviews of existing programs, and reviews proposed major modifications to existing programs.

The quality assurance of academic programs in Ontario universities falls under the jurisdiction of the Ontario Universities Council on Quality Assurance (the Quality Council). The Quality Council is a province-wide body established by the Executive Heads of Ontario Universities in 2010. The Quality Council is responsible to the Ontario Council of Academic Vice-Presidents (OCAV).

The Quality Council approves each university’s IQAP to ensure that it conforms to the Quality Assurance Framework (QAF) approved by Executive Heads in April 2010, gives final approval for proposed new programs to commence, and receives an annual report on major modifications to existing programs. The Quality Council also conducts a periodic audit of how each university’s IQAP is administered to ensure that the manner in which each university conducts its program reviews conforms both to the university’s IQAP and the QAF.

At the provincial level, the quality assurance process ensures public accountability and transparency. With the establishment in Ontario of degree level expectations for both undergraduate and graduate programs, quality assurance at the national and international level provides for greater acceptance of Ontario degrees as well as for greater opportunities for employment for graduates.

The Office of the Vice-Provost and Associate Vice-President (Academic) was established in July 2010 and has responsibility for the administration and application of Carleton’s IQAP. It is headed by the Dr. John Shepherd, Vice-Provost and Associate Vice-President (Academic), who also chairs the Carleton University Committee on Quality Assurance (CUCQA). The Office reports through the Vice-Provost to the Provost (the authority at Carleton responsible for quality assurance) and also liaises with the Quality Council and with Senate (which is the final authority at Carleton for the approval of new programs and program and curriculum changes).
