The organizational model for benchmarking processes at Carleton University involves the Organizational Excellence Steering Committee (OESC), which oversees Benchmarking initiatives. The roles/responsibilities, and code of conduct of the Benchmarking participants are:

Organizational Excellence Steering Committee
The OESC has overall responsibility for Benchmarking processes and/or policies in the Finance and Administrative area of the University. The Committee meets monthly to approve:
- Processes and/or policies selected for benchmarking, informed by the University’s strategic plan/goals
- Membership of the Benchmarking Team
- Resources required for Benchmarking
- Recommendations
- Implementation Plans (Action plan for improving the process and/or policy being benchmarked)
Benchmarking Team
The Benchmarking Team meets regularly to:
- Work with the Benchmarking Officer
- Provide in depth information on the current performance of the process and/or policy, its strengths, and its weaknesses
- Collect and analyze internal data
- Suggest ways to improve the performance of the process and/or policy
- Research best practices and identify potential Benchmarking Partners
- Provide data, measures, and statistics on the performance of the process and/or policy
- Assist in identifying the root cause of better performance
Quality Advisor
The Quality AdvisorĀ works with Benchmarking Team, the Implementation Team, and the Benchmarking Steering Committee to:
- Plan and execute the benchmarking project
- Train, guide, and support the Benchmarking Team
- Collect and analyze the data related to benchmarking project
- Conduct surveys, interviews, focus groups, and site visits
- Research best practices
- Arrange, coordinate and work with Benchmarking Partner(s)
- Work with the team and project owner to draft an implementation plan
- Assist the team in executing the implementation plan as needed
- Monitor and track the progress of the implementation plan
- Report on the progress of the implementation plan to the Organizational Excellence Steering Committee
Implementation Team
- Develop implementation plan
- Outline the actions needed to be taken to implement the recommendations
- Determine what resources will be needed and how long it will take to implement the plan
- Identify support needed from the Office of Quality Initiatives, and outline roles and responsibilities
- Present implementation plan to Organizational Excellence Steering Committee for approval to move forward
- Responsible for implementing recommended changes
- Communicate with the employees and the customers who will be affected by the recommended changes made to the process and/or policy that was benchmarked
- Educate and/or train employees and customers on how to use and manage the recommended changes
- Monitor and measure impact of changes to the performance of the process and/or policy
- Review periodically how employees and customers are adapting to the recommended changes made to the process and/or policy that was benchmarked
- Report to Organizational Excellence Steering Committee semi-yearly
- Convey results to benchmarking team periodically
- Report back trending results 6-12 months after completion
