The cannabis file is an excellent example of a complex regulatory undertaking that needed to be established and administered in an extraordinarily short time. The efforts to create a framework for legalizing the substance was undertaken in an environment of considerable uncertainly and ambiguity \u2013 the kind of setting most regulators consider highly undesirable when establishing a public policy instrument.
