The McMillan Chair&#8217;s mission is focused on researching, teaching, and public outreach in relation to\u00a0contemporary Russian politics, economy, foreign policy, and society. The Chair further seeks to build ties with international scholars whose research relates to contemporary Russia and to support the work of related scholarly associations.<\/p>\n<p>Since 2021, <a href=\"https:\/\/carleton.ca\/eurus\/people\/j-paul-goode\/\">Paul Goode<\/a>, Associate Professor in EURUS, is the titular of the McMillan Chair in Russian Studies. He is also the Editor-in-Chief of <a href=\"https:\/\/online.ucpress.edu\/CPCS\">Communist and Post-Communist Studies<\/a>.<\/p>\n<p><strong>History<\/strong><\/p>\n<p>The McMillan Chair in Russian Studies originated with a donation from Prof. Emeritus Carl McMillan, as an endowed research chair in EURUS. McMillan joined Carleton in 1968 after a career in the United States Navy and the U.S. Foreign Service. He was one of the first directors of the program that eventually became EURUS.<\/p>\n<p>From the article <a href=\"https:\/\/carleton.ca\/planforgood\/a-lifelong-connection\/\">A Lifelong Connection<\/a> by Laura McCaffrey:<\/p>\n<p>Professor Emeritus Carl McMillan discovered his passion for Russian Studies through years of living and travelling abroad. That passion would ultimately lead him to Carleton in 1968, where he would become one of the first directors of what is now known as the Institute of European, Russian, and Eurasian Studies (EURUS).<\/p>\n<p>His nomadic lifestyle started early. The son of a U.S. naval officer, McMillan spent his childhood moving from one naval base to the next, in the United States and overseas. He graduated from Yale University with a B.A. and M.A. in International Relations before beginning military service in the U.S. Navy. After completing officer training, he was sent for a year of intensive Russian language training at the Navy\u2019s language school in Washington, D.C.<\/p>\n<p>McMillan completed his military service and joined the U.S. Foreign Service, where he worked first on the Philippine desk in the State Department. Later, he was assigned postings in the U.S. embassies in Manila and Moscow\u2014before which he completed a year of advanced Russian language and area studies in Germany. Deciding to make use of his training and experience as an academic specialist, he enrolled in the Ph.D. in Economics program at Johns Hopkins and wrote his Ph.D. dissertation on the Soviet economy.<\/p>\n<p>As McMillan considered his employment options post-graduation, he was drawn to Carleton. \u201cCarleton appealed to me for many reasons,\u201d he recollects. \u201cBut Carleton\u2019s interdisciplinary undergraduate honors program in what was then called \u2018Soviet and East Europeans Studies\u2019 is what brought me to Carleton in the late 1960s.\u201d In 1971, the program became an institute\u2014which was later renamed \u2018EURUS\u2019\u2014and an MA program was added. McMillan served as the institute\u2019s director for two terms.<\/p>\n<p>Dr. McMillan retired after 30 years at Carleton. He recalls his time fondly, saying: \u201cTeaching at Carleton was a gift. It enriched my life in so many ways, not only professionally but in terms of lasting friendships.\u201d<\/p>\n<p>Now, 50 years later, his affinity for Carleton remains.
