Purpose

The Sexual Violence Prevention and Education Committee (SVPEC) is established to encourage the University community to work together to promote a safe learning, living and work environment for the members of the University community.  This committee is focused on creating a campus atmosphere in which sexual violence is not tolerated. This committee will consider and recommend proposals with regard to sexual violence prevention and awareness, initiatives and programs.  As this committee is not a policy-making body, it is understood that some issues may require redirection to other bodies within the University community.

Terms of Reference for Carleton University’s Sexual Violence Prevention and Education Task Force

History of the Sexual Violence Prevention and Education Committee and Ontario’s Requirements for a Task Force

The Sexual Violence Prevention and Education Committee (SVPEC) was established in 2016 as part of the university’s response to Bill 132, the Government of Ontario’s legislation to address campus sexual violence. This committee evolved with the Sexual Violence Policy, also created in 2016. The focus of this committee is to consider and recommend proposals with regard to sexual violence prevention and awareness, initiatives and programs. As this committee is not a policy-making body, it is understood that some issues may require redirection to other bodies within the University community.

On March 19, 2019, the Government of Ontario required post-secondary institutions in Ontario to establish a task force devoted to tackling sexual violence on campus. As a result of this announcement, the SVPEC was adapted into a Sexual Violence Prevention and Education Task Force.

This Task Force is chaired by the Assistant-Vice President, Equity and Inclusive Communities, and contains representation from students, staff, faculty and senior administrators from Carleton. This committee also leads the work of implementing Honouring Each Other, the campus sexual violence prevention strategy. It is the coordinating body for three subcommittees, developed in 2019, as part of Honouring Each Other’s action plan.

Purpose

In line with section 5.2 of the Sexual Violence Policy, the Sexual Violence Prevention and Education (SVPE) Task Force is focused on creating a campus environment which fosters a culture of consent, where all members of the Carleton community are equipped to respond to, and prevent, sexual violence. It is established to assess the effectiveness of current programs and services that are implemented by the University to combat sexual violence on campus, and to provide recommendations on the additional steps that Carleton University may take, additional resources required, and proposals for new training programs to ensure a safe environment for all. Although this task force is not a policy-making body, it is understood that some issues may require redirection to other bodies within the University community. The Task Force may also make recommendations on the Sexual Violence Policy during a review process and with regard to sexual violence prevention and awareness.

Composition

The SVPE Task Force will contain representation from students, staff, faculty and senior administrators as follows:

  2. Senior Advisor, Gender and Sexual Violence Prevention & Support, Equity and Inclusive Communities (as Co-Chair)
  3. Education and Services Coordinator, Equity and Inclusive Communities
  4. 2 undergraduate students
  5. 1-2 graduate student(s)
  6. 1 staff member
  7. 1 faculty member
  8. 1 member from the office of Student Affairs
  9. 1 member from Human Resources
  10. 1 member from Housing and Residence Life Services
  11. 1 member from Health and Counselling Services

Equity and Inclusive Communities and the Office of the Vice-President (Students and Enrolment) will collaborate to choose an appropriate number of members from across the university to serve on the Task Force. Individuals are invited to self-nominate/apply for the Task Force and may be recruited through previous relationships with the Department of Equity and Inclusive Communities. Each member agrees to a term of at least 1 year and is welcome to remain on the Task Force indefinitely, unless a conflict of interest or other issues arise.

Advisory Sub-Committees (Working Groups)

  1. Measurement Working Group: The Measurement Working Group is responsible for developing an intersectional-based satisfaction and awareness survey on prevention programs and services for survivors on campus. Members will solicit feedback on formal and informal services and review promising practices. The working group will also work collaboratively with campus partners to create learning outcomes and assessments.
  2. Public Education and Training Working Group: The Public Education and Training Working Group is responsible for organizing and implementing trainings to different members of the Carleton community on consent, sexual violence prevention, etc. Members will work collaboratively with the campus community and external organizations on training campus bar staff, engaging more young men and others in consent conversations, as well as providing professional development, training, and networking opportunities for campus staff.
  3. Communications and Communities Working Group: The Communications and Communities Working Group will focus on increasing community engagement and a development communication strategy that outlines the Honouring Each Other work plan. Members will also share changes and/or updates to trainings, programming, and initiatives on sexual violence prevention to the wider Carleton community. Members will work collaboratively with campus partners on creating consent cultures in their area of work while building on existing programs/activities.

Goals of Task Force

  1. To share information and resources which promote understanding and knowledge that supports a campus atmosphere which embraces a culture of consent.
  2. To oversee the implementation and evaluation of the campus sexual violence prevention strategy, including receiving regular updates from and providing feedback towards the work plans of the various ad-hoc working groups tasked with implementing the strategy.
  3. Assessing and reviewing the effectiveness of current programs and services, while recommending new programs regarding sexual violence prevention and training. Reviewing and providing input on implementation of current and future initiatives in sexual violence education/training hosted by Equity and Inclusive Communities. Existing and new initiatives will consider best practices and participant feedback on past programs.
  4. To seek advice and expertise on sexual violence education both within Carleton University and through external community resources.
  5. To assess the sufficiency of the Sexual Violence Policy and make recommendations on programming and other measures related to addressing sexual violence and support services.
  6. To provide an annual report to the Board of Governors on the implementation of Honouring Each Other, the campus sexual violence prevention strategy.

Meeting Frequency and Guidelines

  • The Committee will meet monthly during the months of September through May, and bi-monthly during the summer semester
  • Quorum is met with over five members present.
  • The agenda, notice of meetings, and minutes will be circulated by the Departmental Administrator, Equity and Inclusive Communities
  • Minutes will be recorded during meetings by the Departmental Administrator of Equity and Inclusive Communities or by any other member if the Departmental Administrator is unavailable
