His academic credentials include a BA (Concordia), MA and PhD (Carleton) in Communications. He served as a sessional lecturer at Carleton University for more than a decade, offering courses in advertising and public relations to students in the School of Journalism and Communication. With his PhD completed, he moved to a full-time teaching position in the Bachelor of Public Relations program at Conestoga College. His students at both Carleton and Conestoga were introduced to the comprehensive approach to strategic communication planning that Bernard developed (the CARE Model).<\/p>\n<p>Bernard\u2019s professional qualifications include more than 30 years of experience in strategic communication. He developed and ran bilingual campaigns for marketing, public relations, advertising, employee communication and government relations.
