SPPA Prof. Robert Shepherd taught a pre-conference course on May 15 on the fundamentals of program evaluation at the Performance and Planning Exchange Symposium at the Hampton Inn, Ottawa. Pre-conference courses are offered to participants attending this week’s annual symposium. The symposium covers various issues related to public sector budgeting, results-based and performance management, audit, evaluation, and oversight. Participants are able to take advantage of various pre-conference courses that provide a general overview of a field. Eric Champagne (University of Ottawa), Isabelle Bourgeois (École nationale d’administration publique), and Robert Shepherd (SPPA), representing the three national capital universities, delivered a one-day course in policy and program evaluation to approximately 16 participants. The course covered basic terminology in evaluation, evaluation planning and conduct, theory-based evaluation, and organizational capacity in evaluation.
