Keita Hashimoto is a scholar specializing in public administration and public policy. Keita’s research focuses on evaluation and audit as mechanisms for control and improvement in the public sector, and he holds a PhD from Doshisha University for his doctoral dissertation on this topic.

He is currently investigating the relationship between public budget structures and evaluation systems and is conducting an international comparative study on gender budgeting. In addition, as a collaborative research project with Japan Aerospace Exploration Agency, he runs a survey of administrative agencies’ management regarding science and technology policy. The results of these studies, conducted in communication and collaboration with government and agency officials, impact administrative practice for policy improvement.

Since September 2022, he has been a visiting professor at Carleton University’s School of Public Policy and Administration, working on his research topic and collaborative research at SPPA. He examines Canadian federalism and how intergovernmental fiscal and evaluation systems work.
