While the general theory of carbon pricing as a tool to drive emissions reductions is broadly understood in the climate policy space, the nuances of the Canadian approach(es) are frequently mischaracterized. This seminar will look at the theoretical foundations of the most common model of industrial carbon pricing in Canadian jurisdictions\u2014the output-based pricing system\u2014and compare this design to more commonly understood market-based measures.<\/p>\n\n\n\n

About the speaker: <\/strong>Hilary Paulin is a Senior Policy Advisor at Environment and Climate Change Canada, where she works on the federal approach to pricing industrial greenhouse gas emissions. With over a decade of experience working for ECCC on climate policy, programs, and projections, her work focuses on the implementation and impacts of economy-wide GHG mitigation measures. She holds an MSc in physics from the University of Guelph and an MA in public administration from Carleton University, bringing an appreciation for both theoretical rigour and practical execution in policy design.<\/p>\n\n\n
