Dr Francesco Duina is the author of a new article titled ‘Is academic research useful to EU officials? The logic of institutional openness in the Commission<\/a>‘, published in the Journal of European Public Policy.<\/p>\n

The paper’s abstract reads as such: “This paper contributes to the \u2018reflective turn\u2019 in academic research on the EU (AREU) by asking: is AREU useful to EU policymakers? The findings come from a survey of 57 Commission officials of mixed ranks from 15 DGs, and 45 in-depth interviews with mostly mid-level officials from 22 DGs and the Secretariat General. Officials value AREU\u2019s data, concepts, and methods for specific ends \u2013 with differences across ranks, roles, and personal inclinations. Accessing AREU through multiple venues, they leverage it pragmatically \u2013 to improve their work\u2019s quality, boost its credibility internally and externally, and justify it publicly. They feel their Commission colleagues use AREU, albeit to a lesser extent. They see several institutional features of the Commission as conducive to AREU: \u2018positive\u2019 ones (technocratic freedom, evidence-based expectations, a multinational staff) and \u2018constraining\u2019 ones (scarce resources, subsidiarity). The conclusion highlights the interviewees\u2019 desire for more integration of AREU into their work.”<\/p>\n

\"PortraitFrancesco Duina<\/a>\u00a0is Professor of Sociology at Bates College (USA), where he is also a member of the European Studies Program Committee. His research and interests lie at the intersection of international political economic and economic sociology, with a special focus on EU policy making, legal compliance, and trade relations. He has written extensively on comparative regionalism (the EU, NAFTA, Mercosur, ASEAN, etc.). His articles have appeared in journal such as the Journal of European Public Policy, Journal of European Integration, Review of International Political Economy, Regulation & Governance, and Economy and Society. He has authored six books, including The Social Construction of Free Trade: The EU, NAFTA, and Mercosur (Princeton University Press 2006) and Institutions and the Economy (Polity Press 2011). He was on the editorial board of the Journal of European Public Policy during 2010-2015. He has held appointments at Harvard University (USA) and the University of British Columbia (Canada), where he was Professor and Head of Sociology during 2013-2015.<\/p>\n","protected":false},"excerpt":{"rendered":"
