Professor Leslie Pal delivered a paper at the research workshop “Policy Capacity for Innovative Governance,” 22-23 May 2014, Hangzhou, China. The workshop was co-sponsored by the Lee Kuan Yew School of Public Policy (University of Singapore) and the School of Public Affairs (Zhejiang University). His paper was entitled “Making Reform Stick: Political Capacity for Policy Change and Innovation.”
