Hiram Angel is a distinguished professor at the University of Guadalajara, where he holds a position in the Department of Public Policy. Dr. Angel’s academic journey began with a focus on Political Science and International Relations at the Center for Economic Research and Teaching (CIDE). He continued his academic pursuits, obtaining a Master’s Degree in Government and Public Affairs from the Latin American Faculty of Social Sciences, Academic Headquarters of Mexico (FLACSO), and subsequently earning a doctorate in Social Sciences at the Center for Research and Higher Studies in Social Anthropology in the West (CIESAS-Occidente).

Throughout his career, Dr. Angel has garnered valuable experience through prestigious fellowships, including positions at the Center for US-Mexican Studies of the University of California San Diego and El Colegio de México. He has contributed significantly to the academic landscape, publishing in various local and national magazines, as well as in edited volumes. Dr. Angel’s teaching portfolio includes positions at institutions such as the National Autonomous University of Mexico (UNAM), the Western Institute of Technology and Higher Studies (ITESO), El Colegio de Sonora, Instituto Sonoran School of Public Administration (ISAP), the Autonomous University of Quintana Roo (UAQro), and the University of Guadalajara (UdeG).

Dr. Angel’s dedication to education extends beyond the classroom. He served as the coordinator of the Inter-institutional Master’s Degree in Public Policy, a collaborative program between the University of Guadalajara and El Colegio de Jalisco. Additionally, since 2010, he has contributed his expertise as an external consultant in knowledge and learning at the Inter-American Development Bank (INDES-BID). Dr. Angel also provides consultancy services to various organizations and private companies involved in evaluating subnational governments in Mexico.
