The EU’s Security Role in Georgia after 2008: Lessons from the EU Monitoring Mission

Dr. Simão’s lecture addressed the EU’s increased presence in Georgian security affairs after the war in 2008. It surveyed the main policy tools implemented by the EU in Georgia to promote regional stability, as well as the Union’s growing engagement in conflict resolution issues. The focus was placed on the EU Monitoring Mission (EUMM) deployed in the aftermath of the 2008 conflict between Tbilisi and Moscow. Despite EU member states’ reluctance to develop a more prominent conflict resolution role in Georgia, the EU has utilized a comprehensive approach to security issues. This new context raises important questions for regional stability, but also for the EU’s foreign and security policy towards its eastern neighbours, including its relations with Russia.

Dr. Licinia Simão is a researcher at the Centre for Social Studies, University of Coimbra, and was a visiting scholar from Portugal at the Centre for European Studies, Carleton University in July-August 2012.
