Program Overview

The Professional Certificate in Air Transportation Principles and Policy is offered in partnership with the International Air Transport Association (IATA) and Carleton University’s School of Public Policy and Administration, through its Transportation Policy Innovation Centre. The program gives professionals a foundation of knowledge about the effects of government policy on the economic and regulatory environment in which civil aviation either flourishes or struggles.

Participants from the public sector will gain insight into the workings of the air transport industry, and the effect on it of government policy—a policy they influence in their role as analysts, advisors, and executives.  Participants in the air transport industry, by comparison, will gain insight into the objectives, pressures, and assumptions of public policy-makers who regulate their sector and shape the economic framework that drives the air transport business.

These insights are in significant demand. Governments sometimes formulate policy without sufficient knowledge or appreciation of the economic imperatives facing airlines, airport authorities, and air navigation service providers, or the reasons for business decisions that those organizations make. For their part, airlines, airport authorities, and air navigation service providers sometimes underestimate the complexity of public policy-making and over-estimate the tempo at which it can occur.  Both parties often end up talking past each other.

In order to complete the Program, participants must successfully complete five courses within two years, starting from the day they begin attending the first course in the Program.

Program Objective

The Program’s objective is to develop the ability of an­alysts and executives to influence national and international frameworks in ways that sustain a vibrant industry serving social and economic needs.

The Program provides participants in the public sector with a solid theoreti­cal and practical understanding of how the air transport industry functions and the chal­lenges it faces to remain financially viable.  For participants in the private sec­tor, the Program will extend their grasp of the inner workings of their entire indus­try and of government decision-making processes to make them effective interlocutors for their companies and for the aviation industry as a whole.

Who Should Attend

Suggested audience:

  • Entry and intermediate-level analysts and managers in government, in the air transport industry, or in organizations that interact or do business with the air transport sector
  • Senior managers in government who expect to take on significant new responsibilities for policy-making in air transport.
  • Managers in airlines, airports, and air navigation service-providers organizations whose job responsibilities include establishing and maintaining influential relationships with government policymakers.
  • Ideally, applicants should work, or recently have been recruited to work, in one of these organizations in a policy-mak­ing or regulatory governance role in air transport.

Prerequisites

  • A university degree is recommended. However, an acceptable combination of education and work experience could be considered based on consultation with the Program’s registration coun­sellor.
  • The recommended level of language proficiency is ICAO Operational Level 4 for courses in English.

Applicants must first select a stream from the following five areas: airline, airport, safety, security, or environment. Once admitted, participants must complete five courses, three of which are core to the Program. They must also complete one designated course within the stream they select, and one course of their choosing from the list of electives available for all streams in the Program.
