Originally from St. John’s, Newfoundland and Labrador, Michael Penney is a Senior Advisor with PAA Advisory, where he advises clients across multiple sectors on government relations, issues and crisis management, and advocacy campaigns.
He previously spent over a decade on Parliament Hill, including serving as Deputy Chief of Staff and Executive Director of Parliamentary Affairs to the Government Representative in the Senate. During that time, he worked on policy and legislative files across the federal government and played a critical role in advancing and implementing the Government’s legislative agenda. Michael has also held leadership roles in several federally and provincially led political campaigns, including in his home province of Newfoundland and Labrador.
Michael combines his deep understanding of complex policy and legislative environments, procedural and parliamentary insight, and strategic expertise to guide clients, political actors, and other stakeholders effectively.
The program deepened my understanding of governance and the inner workings of Canada’s political institutions, while developing skill sets that helped me navigate complex organizational and political challenges more effectively. It was instrumental in preparing me to take on leadership roles and drive meaningful results throughout my work in federal politics.
