CII Measuring a Moving Target by Tyson Macaulay

Peer-reviewed by academia, government and industry stakeholders, this paper examines how Canada’s critical infrastructures (CIs) are increasingly interconnected, leading to higher risks. By analyzing 25 years of data, it highlights the growing dependencies among CIs and the importance of understanding these links for risk management. It concludes by outlining practical applications of CI interdependency metrics, such as policy development, regulation, risk management, exercising and modeling.
