Welcome to the NC-CIPSeR Intelligence Hub
Intelligence Hub: Building the Future of Critical Infrastructure Insight
This Intelligence Hub is a temporary yet foundational step toward something far more ambitious.
Here, we’ve compiled key documents, methodologies, assessments, and insights to support those working across Canada’s critical infrastructure landscape. While these resources provide immediate value, they are static – and just the beginning.
Our long-term vision is to build a fully integrated data lakehouse and intelligence ecosystem—a dynamic space where we can acquire, analyze, and share data across jurisdictions and sectors. This platform will produce accurate, real-time, evidence-based assessments that fuel strategic insights, operational decisions, and policy development. Whether you’re working on the front lines or shaping national resilience strategies, our goal is to support your work with the intelligence you need—when and where you need it.
We’re building this collaboratively, and this Hub will grow with input from government, academia, industry, and community. Join us as we move from static information toward living intelligence.
Canada’s Living Knowledge Repository for Critical Infrastructure Protection, Security & Resilience
The NC-CIPSeR Intelligence Hub is your centralized repository for curated documents, reports, and strategies that shape Canada’s approach to critical infrastructure protection, security, and resilience. Designed to support researchers, policymakers, industry leaders, and emergency management professionals, the repository brings together essential resources to inform decision-making, enhance preparedness, and foster collaboration across all critical infrastructure sectors.
Critical Infrastructure Protection is vast, complex, and constantly evolving and so is this repository. Our approach is to curate and organize key national strategies, risk assessments, sector-specific reports, and historical documents into a living, collaborative knowledge hub. This repository is directly informed by our ongoing work in Project CANVAS, insights shared through Pulse & Praxis, and our engagement with experts across government, industry, and academia. We recognize that no single repository can capture everything, so we invite feedback and contributions to ensure this resource reflects the best available knowledge to help protect Canada’s critical infrastructure. If you see something missing or have valuable research to share, please reach out and help us grow this resource together.
We’ll be starting with some of the most recent and relevant documents.
Our Intention
Our goal is to curate and connect knowledge across these boundaries — ensuring that decision-makers and practitioners can access both the foundational documents and emerging insights needed to protect essential systems and services across Canada. All in one location.
This repository will fuel the creation of Canada’s Critical Infrastructure Security Series (CISS) — NC-CIPSeR’s flagship series of authoritative, numbered knowledge products pushed out through our Centre of Excellence, that capture and publish:
- Risk Assessment Standards
- Foundational strategies & policies
- Harmonized threat & risk assessment methodologies
- Sector-specific reports
- Case studies and historical reviews
- Emerging threat and technology assessments
Each CISS document is informed by research and intelligence gathered through Project CANVAS, the work of the Centre of Excellence for Risk Assessments (CERA), and thought leadership published in Pulse & Praxis, NC-CIPSeR’s academic journal.
The Intelligence Hub serves as both the repository for these knowledge products and the collaborative platform where researchers, government agencies, and infrastructure owners can contribute insights, identify gaps, and help shape the evolving national understanding of critical infrastructure resilience.
How It Works
The Intelligence Hub is organized into four key categories:
How to Leverage the Repository
- Access Foundational Strategies & Policies that guide national and sector-specific resilience planning.
- Explore Threat & Risk Assessments to better understand evolving hazards, vulnerabilities, and interdependencies.
- Review Sector-Specific Reports focused on energy, transportation, healthcare, and more, offering tailored insights for key industries.
- Dive into Threat and Risk Assessment Methodolgoies to track how critical infrastructure threats and responses have evolved over time, providing valuable lessons for future preparedness.
Whether you are conducting research, developing policy, or responding to emerging threats, the NC-CIPSeR Repository is designed to be a practical, accessible resource that empowers you with the knowledge you need to protect what matters most.
The Intelligence Hub Fuels the Critical Infrastructure Security Series (CISS)
The Critical Infrastructure Security Series (CISS) will be Canada’s official, evolving series of knowledge products, published by NC-CIPSeR and informed directly by the content and research housed within the Intelligence Hub.
All new methodologies, case studies, lessons learned, and sector analyses developed by NC-CIPSeR and its partners are published as numbered CISS documents — creating a clear, authoritative, and accessible knowledge framework that can be referenced, applied, and continuously improved.
The Intelligence Hub is the home of CISS, ensuring that every user can trace the evolution of Canada’s critical infrastructure protection knowledge — from foundational strategies to the latest risk assessments — all in one place.
We Need Your Input
Because critical infrastructure protection is collaborative by nature, we invite researchers, practitioners, and policy experts to contribute research, identify missing resources, and propose new areas for exploration. If you have valuable research, case studies, or methodologies to share, please contact us — together, we can build a more complete, transparent, and collaborative national knowledge base.
