Peter Milliken, the longest-serving Speaker of the Canadian House of Commons, spoke to students in POLM 5001 (Institutions and Governance). He explained how Speakers maintain decorum in the Commons, both through the standing orders and unofficial means. Of the ten tied votes in Commons history, Milliken was Speaker for five; in class, he outlined the criteria he used to break ties. He also described the diplomatic and administrative responsibilities of the office.
