Early Lessons Learned from Cannabis

On April 8, 2019 RGI hosted a Critical Conversation looking at the national regulatory design and implementation regime to legalize cannabis in Canada. The cannabis file is an excellent example of a complex regulatory undertaking that needed to be established and administered in an extraordinarily short time. The efforts to create a framework for legalizing the substance was undertaken in an environment of considerable uncertainly and ambiguity – the kind of setting most regulators consider highly undesirable when establishing a public policy instrument. The conversation centered around the important lessons to be learned.
