This paper examines the seemingly paradoxical relationship between the soon to be implemented liberal aviation marketplace between Canada and the European Union and the EU’s intention to integrate global aviation into its emissions trading scheme from 2012. The paper, includes an assessment of the framework on environmental. regulation contained in the 2009 bilateral air services agreement and a comparison of this framework with that contained in the comparable bilateral agreement inked by the EU and the United States in 2007
