On 12 November 2012, the European Commission proposed the deferral of the the requirement that airlines surrender emissions allowances for flights into and out of Europe under the greenhouse gas emissions trading system. As a member of the 17-countries High-level Group, Canada is expected to play a prominent role in shaping policies on gas emission. This policy briefs examines the strategies outlined by Canada and the European Union in the global market.
