Pierre Desrochers serves as the Chief Privacy Officer at Statistics Canada. Prior to this role, he held various positions at the Privy Council Office (PCO), Indigenous Services Canada (ISC), Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), Public Services and Procurement Canada (PSPC), Library and Archives Canada (LAC), and Immigration, Refugees and Citizenship Canada (IRCC).

As an adjunct professor at the University of Ottawa’s School of Information Studies, he instructs courses in information resource management, organizational knowledge management, and government information policy and practice. He also lectures at the École nationale d’administration publique, focusing on project management, digital government, and business intelligence in public organizations. Additionally, he teaches program evaluation at Carleton University’s School of Public Policy and Administration.

His research primarily explores the theory and practice in information resource management and their implications in public administration. One of his latest publications, titled Should Algorithms be Regulated by Government?, appeared in the 2022 issue of Canadian Public Administration. This work investigates the use of Artificial Intelligence (AI) and proposes a potential regulatory framework for AI in Canada. He authored Les données administratives publiques dans l’espace numérique (Public Administrative Data in the Digital Space), examining the practices associated with collecting and using administrative data in government departments and agencies. As a Digital Fellow at the Canada School of Public Service’s Digital Academy, he contributes to the Government of Canada’s strategies for digital transformation in the federal government and supports initiatives in artificial intelligence and data science. He earned his Ph.D. from the University of Montréal, specializing in applied human sciences with a focus on the interdisciplinary areas of information sciences and public administration.

The course is about applying evaluation to actual projects. It will cover topics such as the management of evaluation projects in practice, the selection of appropriate methods of analysis, determining evaluation findings and recommendations, visualizing data, and reporting techniques.
