As Contract Instructor at the School of Public Policy & Administration – Carleton University, Mohammad will teach ECMP 5006 in summer 2024. Mohammad Habibur Rahman is also Seconded Professor in Public Administration at the School of Political Studies, University of Ottawa and Affiliated Researcher at the Centre on Governance, University of Ottawa. He has been a Non-Resident Research Fellow at the Mohammed Bin Rashid School of Government in Dubai, the United Arab Emirates since 2021.

In his 36-year professional career, Mohammad has been teaching public administration, public policy, international affairs, development management, governance, environmental policy, change management, strategic management, quality management and human resource management in a few universities world-wide including at Lakehead and University of Ottawa in Canada. He was a Fulbright Scholar at the Maxwell School of Citizenship and Public Affairs at Syracuse University (USA) and Research Associate at the York Centre for Asian Research in York University (Canada). Mohammad had a long career in teaching, research and consulting in Bangladesh, India, Sri Lanka, Nepal, Canada, USA, Fiji, Brunei and the United Arab Emirates, which gave him comparative public administration, comparative public policy and international development exposure as well as consulting skills in diagnostic survey, stakeholder analysis, institutional research, policy analysis, project development and performance evaluation.

Dr. Rahman facilitated numerous executive leadership training on leadership, strategic management, knowledge management, civil service reforms etc. in several countries including Bangladesh, Brunei, Fiji, the UAE and Canada. As an enlisted trainer at the Professional Development Institute – University of Ottawa, he has been giving executive training on Canadian foreign policy.

As consultant, he served international organizations and aid agencies such as UNDP, UNCDF, UNCHS, USAID, World Bank, Asian Development Bank as well as international research entities such as Research Triangle Institute International (USA), Associates in Rural Development Inc. (USA), International Institute for Democracy and Electoral Assistance (Sweden) and a range of NGOs in Bangladesh. The broad topics in which he contributed consulting services include governance, local government, social development, non-profit organizations, civil service reform, human resource management, project management, and environment.

Dr. Rahman has continually published in refereed journals and edited volumes on areas of public administration, public policy, civil society, knowledge management, environmental policy, and public private partnerships. He has published over 60 papers in refereed journals and edited books. His recent research contribution was on administrative reforms, public private partnership, digitalization of services, agile government, smart government, leadership, and knowledge management.

Dr. Rahman has been mentoring students through thesis supervision, research collaboration, international student competition internationally and directed research course (FSS 4150) at the Faculty of Social Sciences. University of Ottawa.
