Funding Value and Duration

CIHR and partner(s) financial contributions for this initiative are subject to availability of funds. Should CIHR or partner(s) funding levels not be available or are decreased due to unforeseen circumstances, CIHR and partner(s) reserve the right to reduce, defer or suspend financial contributions to grants received as a result of this funding opportunity.

The total amount available for this NEIHR Renewal funding opportunity is $37.5 million, enough to fund the renewal of the nine (9) regional NEIHR Centres and one (1) NEIHR National Coordinating Centre for up to five (5) years. The previous NEIHR Center maximum amount per grant was $700,000 per year for five (5) years. For the renewal, this has been increased to $800,000 per year for five (5) years, where the additional $100,000 per year is provided to strengthen training and career development within each NEIHR Centre.

The $37.5 million is broken down as follows:

  • NEIHR Centres:
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from British Columbia. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for up to a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from Alberta. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $ 4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from Saskatchewan. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from Manitoba. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from Ontario. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from Quebec. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from the Atlantic Region. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from Nunavut. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
    • $4.0 million is available to fund the renewal of the one (1) NEIHR Centre grant from the Northwest Territories. The maximum amount per grant is $800,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of individual and independent Peer Review.
  • NEIHR National Coordinating Centre:
    • $1.5 million is available to fund the renewal of the NEIHR National Coordinating Centre grant. The maximum amount per grant is $300,000 per year for 5 years, with the possibility for a renewal, pending successful outcomes of independent peer review.

Overview

The Network Environments for Indigenous Health Research (NEIHR) Program has set the foundation towards establishing a national network of centres focused on capacity development, research and Knowledge Sharing (KS) centred on Indigenous Peoples (i.e., First Nations, Inuit and Métis). This funding opportunity is to support the renewal of the nine (9) originally funded NEIHR Centres and the one (1) NEIHR National Coordinating Centre that received funds from the 2019 NEIHR operating grant competition. This renewal will enable the current NEIHR Centres to continue building on key achievements made within each of their determined catchment areas.

Eligibility Criteria

Eligibility to apply to this renewal funding opportunity is restricted to the NEIHR Centres funded in 2019-2020. Currently funded NEIHR Centres and the currently funded NEIHR National Coordinating Centre may submit one (1) application to the NEIHR Program Renewal funding opportunity.

For an application to be eligible, all the requirements stated below must be met:

  1. The Nominated Principal Applicant (NPA) must be one of the following:
    1. An Indigenous community, group or organization with a research or knowledge translation mandate.
      OR
    2. An independent researcher or a knowledge user who either:
      • self-identifies as Indigenous (First Nations, Inuit or Métis) or
      • provides evidence of having meaningful and culturally safe involvement with Indigenous Peoples.
  2. The NPA (individual) must have their substantive role in Canada for the duration of the requested grant term.
  3. The Institution Paid must be authorized to administer CIHR funds before the funding can be released (see Administration of Funds).
  4. The team must involve at least one (1) team member, other than the Nominated Principal Applicant, from each of the following categories:
    1. An Indigenous Elder and/or an Indigenous Knowledge Holder* identified on the application as a Principal Applicant, Co-Applicant, Principal Knowledge User or Knowledge User.
    2. A knowledge user, other than the team member listed in 4a above, who identifies as an Indigenous community member from the catchment area of the research and identified on the application as a Principal Knowledge User or Knowledge User.
    3. A decision maker, other than the team member listed in 4a and 4b above, who holds a position in policy development, management and/or senior leadership specifically involving the development of culturally appropriate, ethical and methodologically sound engagement strategies with Indigenous communities and identified on the application as Principal Knowledge User or Knowledge User.
    4. An early career researcher identified on the application as a Principal Applicant or Co-Applicant.
    5. A Sex and Gender Champion with experience in culturally appropriate sex- and gender-based analysis or gender diversity in Indigenous communities must be identified.
  5. The Nominated Principal Applicant and the Sex and Gender Champion on the team must have successfully completed one of the sex- and gender-based analysis training modules available online through the CIHR Institute of Gender and Health and submit a Certificate of Completion (see How to Apply section). Applicants are encouraged to review the “How to integrate sex and gender in research” section on the CIHR website.

Note: This funding opportunity seeks applicants who self-identify as Indigenous (First Nations, Inuit or Métis) or provide evidence of having meaningful and culturally safe involvement with Indigenous Peoples in order to:

  1. Prioritize First Nations, Inuit and Métis Peoples and communities in leading their research agendas;
  2. Promote cultural safety of and appropriate engagements by researchers working with Indigenous Peoples in meaningful ways to ensure that respectful relations are established;
  3. Add value to the research through the use of Indigenous culturally relevant theoretical and conceptual frameworks, and Indigenous culturally appropriate research protocols, including Indigenous methodologies; and
  4. Promote equity and development of trainees, researchers and knowledge users who are of Indigenous ancestry.

*A Knowledge Holder (also known as a Knowledge Keeper or a Knowledge Guardian) is an Indigenous person, regardless of age, who possesses the Indigenous cultural knowledge necessary for the proposed research project or activities, as recognized, validated, and authenticated by the Indigenous community.
