Amanda Clarke, assistant professor in Carleton’s School of Public Policy and Administration (SPPA), has been named the Faculty of Public Affairs’ Research Excellence Chair at the assistant professor level.
“The committee was impressed by Dr. Clarke’s very strong research record, including her record of accomplishment in securing research funding, and her innovative, ambitious and interdisciplinary research proposal,” wrote Fiona Robinson, the associate dean (acting), Research and International in her announcement.
The Faculty has established three Research Excellence Chairs, one for each rank of Assistant Professor, Associate Professor and Full Professor. One Chair will be named each year for three years.
As a Chair, Professor Clarke intends to pursue two streams of research. The first stream will explore how the institution of the public service, and the policy-making activities that governments undertake, are adapting to the digital age.
The second stream will consider digital era governance outside the state. It will focus particularly on the role that civic tech actors and private technology firms have in tackling—and fuelling—today’s most pressing social challenges.
Professor Clarke will also collaborate with colleagues in the Faculty of Public Affairs to build a Digital Governance Research Network at Carleton, with a view to building a Canadian centre of expertise that will engage academics, journalists and policymakers on issues related to digital era governance.
“I’m absolutely thrilled and honoured to have this opportunity,” said Professor Clarke, who will take up the Chair on August 15, 2018 and will hold the position for three years. “The Faculty of Public Affairs provides a fabulous venue for this work, given its existing strengths in this area across our departments. I look forward to working with colleagues to further develop FPA as a centre of expertise on digital governance.”
She joined the School of Public Policy and Administration in 2014 and teaches graduate students in the Master of Public Policy and Public Administration program and the Master of Philanthropy and Nonprofit Leadership program.

I look forward to seeing the results of the work that she will produce as FPA’s first Assistant Professor to hold a Public Affairs Research Chair.”
Professor Clark recently completed two books to be published in 2018, including Opening the Government of Canada: The Federal Bureaucracy in the Digital Age, with UBC Press in Vancouver, and Issues in Canadian Governance, a text for public policy and administration courses in Canada, co-edited with Jonathan Craft at the University of Toronto.
