Research Project Overview:
READ has recently received funding from Accessibility Standards Canada through the Advancing
Accessibility Standards Research Grant to undertake a project called: Transition Into, Within, and Out of Federal Public Service. We are seeking a Research Lead that will work collaboratively with the project team to conduct the required research and ensure the delivery of all final metrics, deliverables and outcomes. The Research Lead will work alongside with the Project Officer and a dynamic team of Carleton researchers and Research Assistants, to investigate key transition points unique to the public service that are necessary in creating conditions for success related to the employment journey/life cycle of an employee with disabilities. These phases include effective onboarding, retention and career development, transition support and mentorship of public service employees. This will produce a critical map for targeted action and interventions that can build on and further support the Accessibility Strategy for the Public Service of Canada and the development of relevant employment standards under the Accessibility Canada Act. The
Research Lead will take an active role in all research phases and overall management of the research project.
Research Project Supervisor and Principal Investigator: Dr. Boris Vukovic, Director, READ Initiative
Position Responsibilities:
The incumbent of this position will, under the direction of the READ Initiative, be responsible for leading the research activities of the project, including but not limited to the following core responsibilities:
Research Duties:
Complete required training for Ethics and adhering to policies, guidelines and procedures set out by the Carleton Research Ethics Board (REB);
Adhere strictly to the Data Management Plan established by the Principle Investigator and Research Advisory Committee (RAC), as approved by the Research Ethics Board;
Under the direction and advice of the RAC, develop research questions, project protocol and related measurement tools, as well as provide guidance on and ensure proper implementation of all elements of the research (for example, best practices in collecting data) falling under the guidelines of the project;
Guide the Project Officer in ensuring the day-to-day activities of the project and support the
supervision of a small team of student research assistants (5-10 approximately);
Oversee the collation of data from research team members and graduate students using an
approved database program;
Analyze all data (quantitative and qualitative) collected and engage with RAC, project team to
discuss findings, make recommendations;
Conduct and oversee literature reviews as they relate to the needs of the project; and
Responsible for writing and/or support in drafting required reports, submissions, presentations,
journal articles and other knowledge mobilization materials related to the outcomes, milestones
and deliverables of the project.
Administrative and Supervision Duties:
Ensure the use of effective project and data management software and tools, in adherence to ethics requirements, which may require training to project team to ensure consistency of methodological processes and practices;
Closely supervise research assistants during data collection and analysis of findings;
Liaise with Research Advisory Committee, Project Officer and the team of student research
assistants to ensure all parties are informed of requirements for ethics, meet stated milestones,
deliverables and outcomes on time and within budget;
Assure that accessible support and training is provided for research team members;
Adapt to changing priorities and demands requiring intuitive analysis and strategic response and
actions; and
Ensure that all meetings, on-going project assets, and end project deliverables adhere to
accessibility and/or AODA requirements for end users including organizing requested
accommodation (e.g., Sign-language interpreters, closed captioning, etc.) to ensure participants can participate.
Job Requirements
Master’s degree and/or equivalent with at least 5 years+ related experience in leading research
projects, with expertise in accessibility/disability, employment or related fields.
Proficient in English language with excellent oral and written communication skills (required) Ability to communicate proficiently in French an asset.
Understanding of HR processes involved with onboarding, retention and career development,
transition support and mentorship considered an asset.
Previous experience working in the federal public service and/or experience with
accessibility/disability considered an asset.
Ability to work in an organized fashion with flexibility and independence to adhere to project
deliverables.
Demonstrate professionalism, interpersonal competencies and teamwork.
Required to complete certification on ethical conduct in research involving human subjects.
Strong analytic skills (quantitative and qualitative) with experience using data analytic software
(e.g., SPSS, iNvivo, among others) and familiarity with Delphi methods considered an asset.
Evidence of peer-reviewed publication, conference presentations or knowledge mobilization
activities.
Proficient using tools from the MS Office Suite (i.e. MS Word, Excel, Teams, Office, PPT, etc.).
Comprehensive understanding of disabilities, Disability community, accessibility, and the navigation of barriers to accessibility, either through lived-experience or other experiences of engagement.

Working Conditions
Research Team – The Team will be comprised of a Research Lead, Project Officer, 8-10 Research Assistants as well as a team of 5-10 Carleton Researchers (Research Advisory Committee). The Research Lead will oversee the work of the Research Assistant Team and will collaborate with and support the Project Officer, and the Faculty RAC as needed.
Working hours – Required to be available to facilitate meetings during typical operating hours of
Monday to Friday between 9am and 4pm with flexibility around scheduled meetings (to a max
35hrs/week).
Physical Work Environment– As a result of the COVID-19 situation, work for a significant portion of the project will be conducted online via conference/zoom calls, or other agreed upon means. Once safe to return to the campus environment, there will be an opportunity to physically work from campus as needed and/or to travel to specified locations in the Public Services within Ottawa
and/or possibly across Canada, pending travel regulations. The campus work space includes a
variety of open/closed work spaces available, dependent on individual needs.
