The Department of Risk Management provides specialized hull and marine liability insurance coverage for University-owned watercraft. This insurance is essential to support research, teaching, and operational activities conducted on the water, while ensuring compliance with maritime regulations and minimizing institutional risk.
What Is Covered?
All University-owned boats, vessels and watercraft used in authorized academic, research, or operational activities are insured under a dedicated marine insurance policy. This policy includes the following components:
1. Hull Insurance
Coverage for physical damage to the University-owned vessel, including:
- Accidental loss or damage
- Collision and grounding
- Fire, explosion, and weather-related incidents
- Theft and vandalism
2. Marine Liability Insurance
Third-party liability protection in case of:
- Bodily injury or death
- Property damage to other vessels or structures
- Pollution liability (limited to accidental release)
Note: Personal use of University-owned vessels is not permitted and is not covered under this policy.
Who Is Covered?
This insurance extends to:
- Faculty, students, and staff operating University vessels for authorized activities
- Authorized students or research personnel (under supervision)
- Approved operators who meet training and licensing requirements
Operator Eligibility & Training Requirements
All vessel operators must:
- Hold a valid Pleasure Craft Operator Card
- Be registered and approved through the Department of Risk Management
Reminder: Unauthorized operation of University vessels is strictly prohibited and may void insurance coverage.
Need to Register a Vessel of Operator?
- Departments acquiring or operating boats under University ownership must notify the Department of Risk Management for insurance registration and compliance review.
- Whenever a new operator needs to be added, please complete Request to Add Pleasure Craft Operator form and submit the signed copy to risk @carleton.ca
Incident Reporting & Claims
In the event of an accident, incident, or damage involving a University-owned vessel:
- Ensure all individuals are safe and receive medical attention if needed
- Contact local marine authorities or emergency services
- Report the incident immediately to: The Department of Risk Management 613-262-7431
A formal incident report must be submitted within 48 hours of the event.
