As the university’s general counsel reporting to the president, Steve is responsible for protecting Carleton’s legal interest and maintaining its operations within the scope established by law. Steve acts as the university’s counsel on the entire spectrum of legal, strategic and risk issues.

With a focus on finding practical solutions to legal, business and operational issues, Steve provides first order legal advice to the university administration as well as advises the Board of Governors on their duties, law, regulations and policies to ensure models of good governance.

Prior to joining Carleton in 2015, Steve was Partner and Associate at Nelligan O’Brien Payne for 14 years. He has extensive commercial experience as a solicitor and litigator advising businesses and not-for-profit organizations.

Steve holds a Bachelor of Laws in Common Law, cum laude, from the University of Ottawa and Bachelor of Arts (Honours) in political science from McGill University.

Steve has written for a number of legal publications and is sought after for commenting on labour, safety and employment law.
