This call aims to provide institutional and/or networked core support and flexible funding to cyber policy think tanks in the Global South to expand the policy research base and facilitate learning.

Opportunity

The vision for the initiative is that policymakers in participating countries consistently use objective, high quality research to inform decisions on cyber policy related issues. This in turn will allow communities in the developing world to benefit from the opportunities that digital innovation offers, including improved health, governance, education, and economic prospects, while being shielded as much as possible from the harms that digital innovations bring — notably to people’s human rights to privacy, freedom of speech, and security. To this end, the approach of the Cyber Policy Think Tanks initiative is to provide institutional and/or networked core support with flexible funding, mentorships and skills building, and knowledge networking and policy uptake globally for broad-based cyber policy think tanks in the global South.

Eligibility

This call for expressions of interest is open to established research organizations in eligible low-, middle- or upper-middle income countries in sub-Saharan and North Africa, the Middle East, South and South East Asia, and Latin America with strong research and policy engagement track records. To be eligible, applicants must meet the following criteria:

  • Possess a track record of rigorous research and analysis on national (and possibly regional) cyber policy related issues. Given the complexity of cyber policy issues, this precludes institutions that focus exclusively on one sector or policy issue;
  • Be committed to using research to inform national (and regional) public debate and to create spaces for discussion and new ideas; and
  • Be an existing non-governmental, not-for-profit organization legally founded and registered as an independent entity in the country of operation.

Funding

  • Maximum amount: CA $800,000
  • Maximum duration: 2 year pilot period (with possibility of extension)
