With over two decades of distinguished leadership in R&D and national security, William D. Ulicny brings a wealth of expertise and strategic insight to critical infrastructure protection, security, and resilience. As a seasoned Innovation Strategist and Senior R&D Leader, William has spearheaded numerous transformative initiatives, significantly shaping the landscapes of emerging and evolving organizations in North America.
Currently, as the Head of Directorate, National Security and Critical Infrastructure at Canadian Nuclear Laboratories, William orchestrates strategic R&D, testing and evaluation, and operational support initiatives that propel significant organizational advancements in nuclear security, operational technology cyber security, and large-scale emergency planning and response. His prior roles include serving as the Chief Operating Officer and Deputy Director (Acting) of Cyber Intelligence at the U.S. Department of Energy and as Principal Deputy Assistant Director for nuclear forensics at the U.S. Department of Homeland Security, Domestic Nuclear Detection Office.
William holds a Master of Science from the University of Pittsburgh, and a Bachelor of Science in Physics from Carnegie Mellon University.
