Bill 166
In May of 2024, the Government of Ontario passed Bill 166 – Strengthening Accountability and Student Supports (Bill 166, Strengthening Accountability and Student Supports Act, 2024 – Legislative Assembly of Ontario). On September 9, 2024, the Ministry of Colleges and Universities (MCU) issued ‘Minister’s directive on anti-racism and anti-hate for publicly assisted colleges and universities’ under Bill 166 to all universities and colleges directing post-secondary institutions to implement policies and procedures on Anti-Racism and Anti-Hate by January 31, 2025.
A new Human Rights Policy along with updated Procedures that fulfills the Ministry’s directives were created.

New Human Rights Policy and Procedures
Carleton University adopted a new Human Rights Policy and Procedures as of 31st January 2025.
The new Human Rights Policy articulates Carleton’s commitment to Discrimination and Harassment prevention and response. It also serves to affirm the human rights and dignity of every Carleton community member.
The updated Procedures provide a framework for the exercise and respect of these human rights, as well as provide a fair and impartial mechanism to assert and respect everyone’s human rights in accordance with the principles of natural justice and procedural fairness.

EIC will be producing corresponding guidelines to support the decision-making process on potential violations of the policy, they will be posted here once available.

Report an Anonymous Human Rights Concern
EIC manages an online reporting mechanism to enable Carleton University community members to report anonymously on non-emergency Human Rights concerns.
Please use the Report an Anonymous Human Rights Concern Form if you wish to report an issue of concern anonymously. All information will be treated confidentially.

Transparency and Accountability
Beginning in January of 2026, the EIC will produce an Annual Human Rights Report. The report will include statistical information about the number of complaints received, a breakdown of the types of complaints, including Human Rights Code Grounds and other related information. The first Annual Report will be made available here and submitted to the Minister of Colleges and Universities. Please note that no personal or identifiable information will be included in order to maintain confidentiality in accordance with Freedom of Information and Protection of Privacy Act (FIPPA),
