A strategy for a national Scholars at Risk/IIE Scholar Rescue Fund program could offer significant opportunity for Canadian industry, higher education institutions and governments to maximize in-demand skills, knowledge and talent. Universities programs, like those Carleton University, the University of Ottawa among others (see https://www.scholarsatrisk.org/sections/sar-canada/), look forward to working with government to establish viable, permanent immigration pathways will preserve knowledge and science for current and future generations.
