Catherine Dallaire, CD, P.Eng., MBA, is a senior advisor specializing in critical infrastructure resilience, enterprise cyber security, and strategic asset management. She brings close to two decades of experience supporting public‑sector executives in making evidence‑based decisions on IT and physical infrastructure risk, service delivery,  and investment. Her work centres on developing enterprise governance and risk frameworks, strengthening program oversight, and enabling organizations to respond to evolving threat environments affecting IT and physical infrastructure. Catherine also has extensive experience advising on major capital programs and organizational transformation.

Prior to joining the federal government, Catherine spent over a decade in consulting, including as a Manager in KPMG’s Global Infrastructure Advisory practice. She led governance reviews, asset‑management maturity assessments, internal audit, and capital planning engagements for asset‑intensive organizations across Canada. Her work emphasized levels of service, cost‑of‑service analysis, and risk‑based prioritization, and included developing asset‑management policies and strategies, facilitating cross‑functional decision‑making frameworks, and advising on organizational improvement initiatives aligned with ISO 55000.

Catherine also teaches graduate‑level critical infrastructure management at Carleton University, where she instructs engineering and policy students on integrating security considerations into infrastructure governance and balancing cost, risk, and performance. She serves in the Royal Canadian Navy (Naval Reserve) as a Naval Communicator. She has contributed to national and international publications on infrastructure management and resilience, including work with the United Nations, the Transportation Research Board, and the Municipal Finance Officers Association.

Her work consistently focuses on strengthening resilience through practical, scalable approaches that align with Canada’s distributed governance model and support decision‑makers in managing complex infrastructure systems.
