In a new article for the Canadian Journal of Sociology, Professor Monaghan and Miles Howe detail how RCMP actuarial tools are used to assess protest risks that are combined and advanced by contemporary databanking and surveillance capacities. In their article they outline how practices of strategic incapacitation exhibit antagonistic forms of policing that seek to demobilize and delegitimize Indigenous social movements.
