James Gamble

Access to Information and Privacy Manager

James Gamble is the Access to Information & Privacy Manager at Carleton University, where he serves within the Office of the General Counsel under University Legal Services. In this role, James leads the university’s compliance with Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA), overseeing access requests, privacy incident response, and institutional policy development. His work ensures that Carleton maintains transparency and accountability while safeguarding sensitive information.

Prior to joining Carleton, James held various roles in the Federal Government, where he developed expertise in privacy law, information governance, and third-party risk management. His background includes Privacy Impact Assessment (PIA) development, privacy and regulatory compliance, privacy audits, managing FOI disclosures, and breach management.

James is an alumnus of Carleton and holds professional certification as a Certified Information Privacy Professional/Canada (CIPP/C) and regularly contributes to sector-wide discussions on privacy and access through conferences and collaborative initiatives. He is an active participant in the International Association of Privacy Professionals (IAPP) Canada community, and chair of the Council of Ontario Universities (COU) FIPPA Coordinators working group.
