Recent years have witnessed potentially significant developments in the meaningful participation of refugees in the governance of the global refugee regime. While the governance of the regime remains diffuse, one site of these developments has been meetings in Geneva of UNHCR’s Executive Committee (ExCom) and the Annual Tripartite Consultations on Resettlement (ATCR). In 2022, refugees participated as members of the delegations of Canada, Germany and the US at the annual ExCom meeting, played an active role in shaping the agenda and substance of the ATCR meeting, and formalized mechanisms in the US and New Zealand to guide the engagement of these states in the refugee regime. These developments have prompted some (Milner, Alio and Gardi 2022) to argue that meaningful refugee participation is an emerging norm. In the midst of these developments, perennial questions remain about the substantive and sustained nature of participation, and how participation responds to questions of accountability and representation. In response, this panel engages with examples of efforts to develop mechanisms to facilitate the meaningful participation of refugees in the engagement of Canada, New Zealand and the US in the global refugee regime.
