Gagnon’s research focuses on social and health policy, pharmaceutical policy, innovation policy and political economy. He examines how power, regulation and corporate influence shape markets, particularly in the pharmaceutical sector, where he studies business models, drug insurance systems, medical marketing and innovation policy. Combining empirical research with broader political-economic analysis, Gagnon explores how corporations influence laws, public policy and institutions to generate monopolistic gains, and how governments can better align market incentives with positive social outcomes.
