Jason Phillips is an independent researcher and consultant based in Ottawa, Canada. His interests include humanitarian ethics, accountability to crisis-affected populations, humanitarian system reform, humanitarian history, and durable solutions to forced displacement. He is a seasoned humanitarian aid leader with almost 25 years of NGO experience in Africa, Europe, and the USA. He worked with the International Rescue Committee (IRC) for 18 years and serves on their external Global Surge Team. His most recent assignment in this capacity was as the IRC’s Director of Asylum Programs, based in Phoenix, where he was responsible for overseeing the provision of emergency services to migrants and asylum seekers released from US custody along the Mexico/Arizona border. Previously he served as Emergency Country Director in Warsaw where he started-up IRC’s new programs in Poland serving refugees fleeing the 2022 war in Ukraine.
Currently he is a Contract Instructor teaching courses on Complex Humanitarian Emergencies, Humanitarian System Reform, and The Politics of Forced Displacement at NPSIA.
