Abstract
Municipalities are at the forefront of responding to climate change and enabling the energy transition. This talk will introduce the City of Ottawa’s “Climate Change and Resiliency” service activities, and their connection to the city’s other units, departments, and utility companies. The role of municipalities in land use and energy planning will be discussed, as will the expected impact of climate change on City operations. The talk will also review municipal energy planning activities—the City of Ottawa’s Climate Change Master Plan, Energy Evolution, and Resilient Ottawa, as well as Hydro Ottawa’s Strategic Plan. Energy transition plans engaged in by the City of Ottawa inform evolutions of our infrastructure at both the transmission scale and the distribution scale. The talk will conclude with concrete examples of successful programs and outstanding challenges.

Speaker Biography
Melissa Jort-Conway is certified and registered professional planner (RPP, OPPI, AICP) in the Climate Change and Resiliency service area of the Strategic Initiatives Department at the City of Ottawa. Melissa holds a Master’s, Environmental Studies (MES) degree from the University of Waterloo. Melissa has developed planning policy to inform several major milestone climate projects with the City, including the Climate Change Master Plan (2020), Ottawa’s Community Energy Transition Strategy known as “Energy Evolution” (2020) and integrating a climate lens into the Official Plan (2022). Prior to joining the City of Ottawa in 2010, Melissa worked in policy planning and development approvals at the regional municipal and federal government levels in Canada and the U.S.
