Background

In partnership with the United Kingdom’s Department for International Development (DfID) and The William and Flora Hewlett Foundation, the International Development Research Centre is pleased to announce a call for research proposals concerning the Growth and Economic Opportunities for Women (GrOW) program on the effect of specific patterns of growth on women’s economic empowerment.

Opportunity

This call aims to investigate the effect that specific patterns of growth have on women’s economic empowerment. Research also aims to determine which public policies and interventions can ensure that the positive effects of growth on women’s empowerment are enhanced and the negative effects minimized.

Through this call a single consortium is expected to undertake six to eight (6-8) projects within a total budget of up to CA$2 million. There is scope for funding one to two (1-2) individual research projects of under CA$300,000.

Please note there will be an internal review process for this call. Interested participants must submit an internal Expression of Interest (EOI) form by January 9, 2015.

Eligibility

  • Incomplete and/or late submissions will not be eligible.
  • UN, donor, and multilateral organizations are not eligible to apply.
  • Applications from individual persons will not be accepted.
  • Research focused on a single country or economic context will not be accepted.
  • Applications led by principal investigators who are already leads on any other GrOW funded project will not be accepted.
  • Research organizations located or planning to conduct research in the following countries are not eligible for research grants as lead institutions: Cape Verde, Comoros, Equatorial Guinea, Mauritius, Sao Tome and Principe, Seychelles, and Somalia.
  • Research consortia comprised of multiple institutional partners may apply; however, one partner must be designated as the lead institution. The lead institutions should submit the application to IDRC on behalf of the consortium.
  • Research under this call is not restricted to low-income countries; however, all research must be relevant and provide lessons for low-income countries.
  • More than one application may be submitted per institution if projects are led by different principal investigators.
  • Proposed projects are to be undertaken/led by a research-oriented institution with legal corporate registration.
  • Microeconomic studies on the barriers to women’s economic empowerment will not be accepted.
  • Preference will be given to applications that:
    • are led by Southern institutions, or showcase collaboration with Southern partners;
    • propose a set of projects covering a wide spectrum of the broader research questions described in the call document;
    • analyze policies that can enhance positive impacts of growth patterns on women’s economic empowerment.

 Funding Available

  • Maximum amount: CAD$2 million. It is envisaged that through this call a single consortium will undertake 6-8 projects within a total budget of up to CAD 2 million. In addition GrOW may consider funding1-2 individual research projects of under CAD 300,000 if the proposed research is in a priority area.
  • Project duration: up to 24 months (including all research activities and final reporting).
  • Indirect costs: allowable at 13% of the total eligible costs. Please contact your Research Facilitator for assistance in budget building, and Carleton’s Indirect Cost Policy for more information.

Internal Selection Process

As there may be several potential proposals from Carleton, CURO will hold an internal competition of ideas. Please complete an Internal Expression of Interest Form (iEOI) and submit to Heloise.emdon@carleton.ca by Friday 9 January.

With a clear idea of the number and or potential collaborators involved, CURO will select the proposals that will go forward. Internal deadline for Full Concept Notes is February 16, 2015.
