About the Book
In this book, independent experts analyze the performance of Justin Trudeau’s years in power in over 25 important areas of government policy. The record of what has been done – and what hasn’t – will surprise even well-informed readers.
The focus is on six policy areas: Indigenous rights, governance and housing; the environment and energy; taxes and spending; healthcare and social benefits; foreign policy, immigration, and trade; and social policy including drug reform, labour rights, and racism.
Editors Katherine Scott, Laura Macdonald and Stuart Trew of the Canadian Centre for Policy Alternatives and Carleton University have recruited Canada’s most knowledgeable experts in their areas to contribute to this volume.
About The Authors

Laura Macdonald is Chancellor’s Professor in the Department of Political Science and the Institute of Political Economy at Carleton University. She has published numerous books and articles in journals and edited collections on such issues as the role of non-governmental organizations in development, global civil society, citizenship struggles in Latin America, Mexican politics, theories of regionalism, Canadian development assistance, gender and trade, the political impact of North American integration and the rights of temporary foreign workers in Canada. Her current project examines transnational activism in North America around migrant rights, labour rights and human rights in Mexico. She is currently President of the Canadian Association of Latin American and Caribbean Studies.

Katherine Scott is a Senior Researcher with the Canadian Centre for Policy Alternatives and serves as the director for its gender equality and public policy work. She has worked in the community sector as a researcher, writer and advocate over the past 25 years. She served as Vice President of Research at the Canadian Council on Social Development (CCSD) for several years and, has produced research and analysis for organizations such as Prosper Canada, Volunteer Canada, Capacity Canada, Pathways to Education Canada, and the Federation of Canadian Municipalities.

Stuart Trew is a senior researcher with the Canadian Centre for Policy Alternatives where he directs the Trade and Investment Research Project. Among other publications, he co-edited the 2016 anthology The TPP and Canada: A Citizen’s Guide (Lorimer) as well as The Harper Record: 2009-2015 (CCPA, 2015). He joined the CCPA as senior editor of the centre’s flagship publication, The Monitor.
About the Panelists

Susan Braedley is a professor in the School of Social Work and Institute of Political Economy at Carleton University. Focused on comparing welfare state approaches to intersecting social policy issues – long-term care, aging, work and labour, immigration, and equity for women, immigrants, and 2SLGBTQ groups – her research aims to identify promising directions in policy and practice that advance equity, quality of life, and public stewardship. Her recent publications include Care Homes in a Turbulent Era: Do They Have a Future? (2023 with Pat Armstrong, Edward Elgar Press) and Aging Equitably with Care: Power, Policy, Practices (forthcoming 2025, with Tamara Daly, Policy Press).

Chris Roberts is the Director of Social and Economic Policy at the Canadian Labour Congress. Since assuming the role in 2014, he has been responsible for research and policy advice in a host of areas, including labour legislation and employment standards, Employment Insurance, and skills development and labour market policy. Chris has been fortunate to participate in both the Canadian Centre for Policy Alternatives and the development of the Carleton University Diploma in Work and Labour. He holds a Ph.D. from York University, and lives and works in Ottawa.
