Brian Billings
Brian Billings joined Carleton University in January 1995 and for more than 25 years has worked in several progressive management positions within Campus Safety Services including Shift Manager, Community Safety Co-ordinator, Operations Manager and Assistant Director (2010 – 2017). Prior to joining Carleton University, he spent seven years with the Ontario Ministry of Natural Resources in parks and fish and wildlife enforcement where he was designated and employed as both a Park Warden and Deputy Conservation Officer. Brian earned a B.Admin. degree from Lakehead University (1991) and a diploma in Business Administration – Marketing from Sir Sandford Fleming College (1990). He was first sworn-in as a Special Constable at Carleton University in December 1996 – Special Constable status is conferred by the Ottawa Police Services Board upon designated members of Campus Safety Services at Carleton University. Brian attained the Certified Protection Professional (CPP) designation from ASIS International Professional Certification Board in August 2014 and was awarded the Peace Officer Exemplary Service Medal (POESM) in May 2020 – recognizes peace officers who have served in an exemplary manner for at least 20 years, characterized by good conduct, industry and efficiency. In March 2023, Brian also earned the Certified Municipal Manager designation – Security Executive – from the Ontario Municipal Management Institute, as endorsed by OACUSA.
Brian supports integrating systems and leveraging technology to provide enhanced service offerings/solutions and convenient service delivery methods to end users. He is a member of the International Association of Campus Law Enforcement Administrators (IACLEA), the American Society for Industrial Security (ASIS International), the Ontario Association of College and University Security Administrators (OACUSA), and serves on several university committees and is an active community leader and volunteer with Scouts Canada and his church. He is a strong proponent of community-based policing and is committed to providing a professional, ethical and accountable service responsive to the needs of the Carleton University community.
