Dr. Marshall Palmer is a Canadian national security expert. He has over ten years of experience working and studying in international security. He completed his PhD at the Norman Paterson School of International Affairs in 2022. His work was recognized with a SSHRC Joseph-Armand Bombardier PhD scholarship and a Senate Medal for Outstanding Academic Work, among other awards and scholarships. Dr. Palmer has published peer-reviewed work in International Journal, the Canada Among Nations book series and national commentary in publications such as the National Post, Open Canada, and The Conversation.

Before joining NPSIA, Dr. Palmer worked as a strategic analyst at NATO’s Supreme Headquarters Allied Powers Europe and as a contributor to Oxford Analytica, a political risk firm. From 2020-23, he sat on the steering committee of the Canada-Korea Forum, an annual track II diplomatic initiative. He was managing editor of the Canadian Foreign Policy Journal for three years.  At present, Dr. Palmer is an employee of the Government of Canada.
