Justin Mihalic

Associate Provost, Planning, Budgeting and Analysis

Justin Mihalic is the Associate Provost, Planning, Budgeting and Analysis at Carleton University, where he leads the Office of Planning, Budgeting and Analysis. In this role, he provides institutional leadership in integrated operational and capital planning, multi-year budget development, budget model implementation, and institutional analysis in support of the University’s academic mission and long-term sustainability.

Since joining Carleton in 2019, Justin has played a central role in advancing the University’s financial planning and decision-making processes. He has led the development of multi-year budget models, strengthened institutional financial planning practices, and supported enterprise-wide fiscal strategy. Through his work, he has served as a trusted advisor to senior leadership and a key contributor to governance and resource allocation processes that align academic priorities with sustainable financial frameworks.

Justin brings more than a decade of experience in the post-secondary sector, with a strong track record of aligning institutional priorities with long-term planning and responsible stewardship of resources. His professional experience includes senior budgeting roles at Carleton University and Queen’s University, as well as earlier work in public-sector auditing and professional accounting.

He holds a Bachelor of Commerce with a specialization in accounting and a Chartered Professional Accountant designation. He served on Carleton’s Pension Committee and completed an Advanced Leadership for Social Impact Fellowship at Queen’s University.
