Ruby Dagher is a PhD alumna of the School of Public Policy and Administration at Carleton University. She is an instructor of international development at Carleton University and the University of Ottawa. Ruby worked in international development for six years at the Canadian International Development Agency and in banking and investments for seven years at various Canadian financial institutions. She has an M.A. from Carleton University in Public Policy and Administration with a Development concentration and a B.A. from McGill University in Political Science and Economics. Ruby has recently completed a Certificate in University Teaching, awarded to her by the Educational Development Centre at Carleton University.
Ruby’s research examines the legitimacy of states in post-conflict countries, and particularly the importance of performance legitimacy acquired through the delivery of basic goods and services. Her thesis research has two aims. First, it seeks to develop a theoretical framework that distinguishes post-conflict paths where the state becomes legitimate in the eyes of citizen as compared to instances where leaders coopt this legitimate status. Second, she aims to identify and measure the performance legitimacy of states versus that of leaders who hold positions in post-conflict states. An additional area of research focuses on decentralization and its implications for state legitimacy.
Ruby’s expertise is in areas related to donor programming, foreign aid policy, fragile states, legitimacy, the Middle East, performance measurement and post-conflict development.
